On 07/27/2021 at 9:40am, Licensing Program Analyst (LPA), Samantha Salunga conducted a Pre-Licensing inspection. LPA met with CEO/Director, Cassandra (Cassie) Hall and CFO, Hannah Lott-Schwartz. The school-age program will operate in the following classrooms: #1, #2 and #3. Fire clearance was granted on 07/15/2021. All indoor and outdoor activity space was measured today. Total indoor play space measured at approximately 841.9 sq. ft., which will accommodate a total of 24 children. LPA observed all indoor play space to be complete with age-appropriate furniture and equipment, including tables, chairs, bookshelves, and other activity supplies for the children. There is a fire place located in Classroom #1, which is made inaccessible via plexiglass screen. The outdoor play area consists of one large play structure that is age appropriate and has sufficient cushioning (wood chips) placed under the areas where children can fall. This outdoor play area designated for just school-age children measured at approximately 1,131 sq. ft. which can only accommodate a total of 15 children at one time. LPA observed that the fencing around the play area is fenced per regulation and is physically separate from the preschool playground. LPA observed there to be a large grassy field and black top area that is currently designated for preschool children use only. Facility representatives are requesting to utilize it on a scheduled basis between the preschool and school-age children. A waiver will need to be requested. When LPA inspected the outdoor play areas, LPA observed several trees and canopies used for shade. There is a total of total of 2 toilets, 1 urinal and 2 sinks available for the school-age children. Restrooms afford privacy. The Director's office and staff restroom will be the isolation area for children who are ill. There is an operational carbon monoxide detector on site located in the Classroom #1. Sign-in area is located in the front courtyard area. Drinking water is readily accessible via water bottles and water jugs. Applicant was reminded to keep anything that reads, “Keep Out of Reach of Children” to be inaccessible to children. Applicant is reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

This facility plans to provide Incidental Medical Services – IMS for inhalers and epi-pen and has an approved plan of operation. Applicant states she understands that all staff must have a criminal record clearance and be associated to the facility prior to having a presence in the Center. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which program you would like to subscribe to and click subscribe. LPA also shared and reviewed Playground Safety Handbook, Risk in Play article, YMCA Childcare Resource Service, Helping Young Children Cope with Disaster, Active Supervision Handout, and COVID-19 Early Care and Education handout.



Prior to licensure, the following is needed:
  • Submit a playground waiver request to share the preschool grass field/blacktop on a scheduled basis. Preschool and school-age children shall not be combined during outdoor play.
  • Make the front door in Classroom #1 inaccessible due to it leading to the parking lot and busy street

LPA reviewed this report with Ms. Hall and Ms. Lott-Schwartz. Exit interview was conducted. The maximum capacity that the facility can be licensed for is 24 children due the limitation of indoor square footage. Once corrections have been made and submitted, a school-age license for 24 children (ages K-12 years old) in Rooms #1, #2 and #3 may be granted upon final file review. This report shall be kept available at the facility for public review for 3 years.
