On 02/01/2022 at 9:30am, Licensing Program Analyst, Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director, Sarah Esendencia (who is director qualified). CEO, Michael Ong, is out of town and due to COVID-19 restrictions, Mr. Ong granted permission that LPA meet with the Director during today’s inspection. It is to be noted that Mr. Ong was readily available via phone or FaceTime during the inspection if needed. This preschool program will operate in Rooms 1, 2, 3 and 4. Ages served are from 2-Kindergarten. First Aid Kit is kept in Director's office. Medications will be stored in file cabinet located in the hallway. Fire clearance was granted on 12/14/2021.

All indoor and outdoor activity space utilized for the children was inspected and measured today. The following measurements were taken.
  • Room 1 measures 868.03 square feet
  • Room 2 measures 768.8 square feet
  • Room 3 measures 530.22 square feet
  • Room 4 measures 863.47 square feet
  • Outdoor play area measures at 3,255 square feet, which will accommodate no more than 43 children at one time. Due to limited square footage of the playground, a waiver must be submitted and approved prior to licensure.

Total indoor activity space is 3,030.52 square feet, which will accommodate the facility's capacity request of caring for 80 children. The rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/ mat, bookshelves, and other activity supplies for the children. There are 6 toilets which is sufficient enough for 90 children and 8 sinks which is sufficient for 120 children. Facility also has 4 potty chairs for children who are potty training. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required.

There is a separate bathroom for staff located in the staff lounge, equipped with 1 toilet and 1 sink and is also designated for use by children who are ill. Isolation area is the Director's office. There is a carbon monoxide detector on site located in the kitchen. The kitchen area currently includes a sink, refrigerator, dish washer, microwave, electric stove and storage units. Menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out located in the center's lobby area.

The outdoor play area was inspected. Area was observed to be fenced, had trees and canopies used for shade, age appropriate play equipment, and sufficient cushioning (sand and turf) under climbing structures. Drinking water is readily accessible via water jugs and water bottles inside and outside. LPA observed the playground to be located across the staff parking lot, about 150 feet walking distance from the center. LPA informed Director that children must be escorted to and from the playground, and that staff must maintain direct supervision at all times.

This facility plans to provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Director discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
