On 02/02/2022 at 12:16pm, Licensing Program Analyst, Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director, Kendra Degroot (who is director qualified). CEO, Michael Ong, is out of town and due to COVID-19 restrictions, Mr. Ong granted permission that LPA meet with the Director during today’s inspection. It is to be noted that Mr. Ong was readily available via phone or FaceTime during the inspection if needed. First Aid Kit is kept in the Director's office. Medications will be stored in the Director's office or the kitchen if they need to be refrigerated. Fire clearance was granted on 11/23/2021.

All indoor and outdoor play areas were previously measured, and no changes have been made since the last measurements. Rooms 5, 6, 7, 8 measured at approximately 1,920.84 square feet, sufficient for requested capacity of 45 children. Rooms were inspected during this visit. The infant program (ages 0-24 months) will operate in Rooms 6 and Room 7. The infant rooms have a combined capacity sufficient for the requested 21 children. There is a separate crib area partitioned from the activity area in Room 6. The crib area was not included in the square footage. There are currently 4 cribs in the napping area. Mats and cots are also available. Visual observation to all infants shall be maintained at all times. There is one sink and one changing table that is within arm’s reach in both Rooms 6 and 7. Furniture includes tables, chairs, cubbies, soft toys, and other supplies and furniture for the infants. The ratio in this room will be 1:4.

The toddler program (18-36 months) will operate in Rooms 5 and 8. The toddler rooms have a combined capacity sufficient for the requested 24 children. The rooms are set up with age appropriate furniture and equipment to include: tables, chairs, cubbies, floor mat, toys, and learning materials. There are 2 sinks and one toilet in each classroom for potty training toddlers. There is one changing table within arm’s reach inside each classroom. The ratio in these room will be 1:6. The toddlers and infants shall remain separate at all times.

Director's office will be the designated isolation area. There is a carbon monoxide detector on site located in the kitchen. The kitchen area currently includes a sink, 2 refrigerators, gas stove, storage units, microwave and 2 dishwashers. Menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out located in the front lobby and in front of each classroom.

The infant playground measured at 829.44 square feet (sufficient for 11 children) and the toddler playground measures 1,465.21 (square feet sufficient for 19 children) and is separate from the preschool playground. It is complete with age-appropriate play equipment, shade umbrellas and trees, turf grass, and is appropriately fenced. A playground waiver for the children to use both playgrounds on a scheduled basis due to space limitations shall be submitted and approved prior to licensure. Blankets and strollers are available for the young infants. Pitchers for drinking water is available for the children both indoors and outdoors.

This facility plans to provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Director discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with Director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Exit interview conducted and report was reviewed with the Director, Kendra Degroot. Once playground waivers are approved, a license for 45 children (21 infants and 24 toddlers) may be granted upon final review.
