On 03/22/22 at 10am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director/Applicant, Jeanette Bradley (who is director qualified). The infant program will operate in the following rooms: 1, 2 and 3. Fire clearance was granted on 03/01/2022. First Aid Kit and medications will be stored in a kitchen. The facility also has two office areas, kitchen, children's bathrooms, staff bathrooms, storage units, and three separate playgrounds.

All indoor and outdoor activity areas were measured and inspected. All infant rooms were measured at a total of 1,218.23 sq. ft. sufficient for 34 children. Rooms were inspected during this visit. There is a separate crib area partitioned from the activity area in Room 1 and 2. The crib area was not included in the square footage. There are currently 8 cribs in the napping area. Mats and cots are also available. Visual observation to all infants shall be maintained at all times. There is one sink and one changing table that is within arm’s reach of a sink in Room 2 and Room 3. Furniture includes tables, chairs, cubbies, soft toys, and other supplies and furniture for the infants. The ratio in this room will be 1:4.

Director's office will be the designated isolation area. The staff restroom located in the lobby/office area will be designated for use by children who are ill. There is a carbon monoxide detector on site in every room. There are 3 toilets and 2 sinks available in the restroom located in Room 2 available for the children who are potty training. The kitchen area currently includes a sink, 3 refrigerators, 2 gas stoves, 2 ovens, dishwasher, microwave, 2 freezers, washer, dryer and storage units. The menu is posted, as well as all other required documents for the parents and employees. Sign in and out will be located in the front lobby area and gate located in the back parking lot.

There are three designated infant outdoor activity spaces. One is behind Room 3-5, second on is behind Room 1-2 and the third one is located in front of the main director's office. All three areas measured at a total of 3,580.04 sq. ft. which is sufficient for 47 children. It is complete with age-appropriate play equipment, shade umbrellas and trees, turf grass, and is appropriately fenced. Drinking water is readily accessible indoors and outdoors via drinking water fountains and pitchers/sippy cups. LPA observed a water canal located directly under the bridge that connects the front and back areas of the facility. Fencing that currently barricades the children from having access to the the canal meets regulation (above 4ft. high, un-climbable, and see through).

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Applicant discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
