On 03/02/2022 at 9am, Licensing Program Analyst (LPA), Samantha Clenista conducted an announced Change of Ownership Pre-Licensing inspection. LPA met with Center Director, Diane Martine (who is director qualified). The preschool program (ages 2-K) will operate in the following rooms: Hedgehogs, Grizzly/Kodiak Bears, Foxes, Racoons, 2 multipurpose rooms in Building 1 and Rooms #1-5 in Building 2. The facility has a toddler option program (ages 18-36 months) and will operate in the Owls Room. Fire clearance was granted on 02/16/2022. The condition on the fire clearance states that toddlers are to use the Owls room due to the Hedgehog room having no door leading to the outside. First Aid Kit is kept in the Room #2 and the kitchen in Building 1 and director's office. Medications will be stored in a storage box on top of the kitchen refrigerator in Building 1. The facility also has an office area, kitchen, children's bathrooms, staff bathroom, storage, and playgrounds.

All indoor and outdoor activity areas were measured and inspected. Toddler room is currently in the Hedgehog room which measured at 258.3 sq. ft. sufficient for 7 toddlers. All preschool rooms measured at a total of 6,656.44 sq. ft. sufficient for 190 children. All indoor activity space combined measured at a total of 6,914.74 sq. ft. sufficient for 197 children. All rooms are complete with age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. There are total of 10 toilets, 2 urinals and 12 sinks, sufficient for the number of children requested. Children are to be escorted and supervised by staff to and from the bathroom and direct visual observation is required. There is a separate bathroom for staff in Building 2, which will be designated for use by children who are ill. There is a carbon monoxide detector on site located in both kitchens. The kitchen area currently includes a sink, refrigerator, stove, dishwasher, microwave, and storage units. The menu is posted, as well as all other required documents for the parents and employees. The center will be providing electronic sign in/out via Procare.

The facility has two separate playgrounds utilized for both preschool and toddlers. Currently toddlers are utilizing Playground 1 while the preschoolers are not playing on there. LPA observed a big play structure and one rocking dinosaur that is not age appropriate for toddlers. Playground 1 and 2 combined measured at a total of 13,745 sq. ft. sufficient for 183 children. LPA took pictures of Playground 1. LPA will review pictures and options with manager. All areas are appropriately fenced and shade. Drinking water is readily accessible indoors and outdoors via water pitcher and sippy cups.

Ms Martine was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Ms Martine discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Ms Martine of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility plans to provide Incidental Medical Services – IMS. No medications are on site to review. For IMS information, see PIN 22-02-CCP. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the Applicant, Diane Martine.

LPA reviewed with Applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The following corrections must be submitted/obtained prior to licensure:
  • Make both kitchens (building 1 and 2) inaccessible to children. Director stated she will send pictures once everything is in place no later Friday (03/04/2022)
  • Facility will switch the play equipment in the hedgehog (toddlers) room to the owl (preschool) room and vice versa until the hedgehog room is up to fire code, which is installing a door that leads to the outside. Director stated she will send pictures once everything is in place no later Friday (03/04/2022)
  • Either obtain an approved waiver for the toddlers to share Playground 1 with preschoolers at scheduled times, or fence off an area dedicated to just toddlers. LPA will review options with LPM and get back to Ms Martine with a decision
