Licensing Program Analyst (LPA) Jo Ann Legaspi made an unannounced inspection to the facility to conduct to ensure compliance with the rules and regulations of California Code of Regulations, Title 22, Division 12. The facility serves thirty-four (34) children ages six (6) weeks to two (2) years old in Rooms #1, #2 and #3. Assistant Director (AD) Leticia Kuri accompanied LPA during a conducted general overall inspection of the facility’s interior and exterior.

There were five (5) infants classroom #1, supervised by two (2) teachers. There were four (4) toddlers in classroom #2, supervised by one (1) teacher. Neither children nor staff were in classroom #3. LPA observed appropriate care and visual supervision of children during the visit. Children were observed engaged in indoor activities.

Indoor and outside activity spaces are separate from areas used by older children. Exterior and interior passageways are obstruction free. The carbon monoxide detector is operational. The last safety drill was on 10/09/2019. Disinfectants, cleaning solutions and poisons are inaccessible to children. There are no bodies of water on the facility. Per AD Kuri, there are no weapons and/or ammunition housed in the facility.

Medications are in a locked area, which are inaccessible to children. AD Kuri stated no children are currently administered specialized medications. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretation and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The facility was observed to have equipment and furniture appropriate to infants, which consists of cribs, infant changing table, infant appropriate chairs and table. The infant changing table was observed to be padded more than one (1) inch thick and covered with vinyl. The sides of the changing table were raised at least three (3) inches high. Infants nap in cribs. No baby walkers, exersaucers or jumpers were observed.

The facility temperature was at a comfortable temperature at the time of the visit. Lighting is present in the rooms. Floors were observed to be clean without any safety hazards.

The infant room has a refrigerator used for infant food storage. Bottles, dishes and food containers brought into the facility by the infant’s authorized representative are labeled with the infant’s name and current date. Menus were observed to be posted. Sanitary water is available to children both outside and inside the facility.

The outdoor play area is a fenced playground immediately behind the classrooms. Equipment and toys are age appropriate and present as safe. The area has an overhead covering which is used for shade. The surface of the outdoor activity area is maintained in a safe condition and free of safety hazards.

Required notices, forms and the facility license were posted. LPA observed sign in/sign out sheets to be in compliance. Reviewed children’s Needs and Services and feeding plans were observed to be current and complete. Staff and children’s records contain health screenings and other required documents. Mandated reporter training certificate per AB1207 was reviewed and in compliance. CPR and First Aid certifications are current. A review of staff records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

LPA provided Director Lucille Cordero with the Notice of Site Visit – LIC 9213, which is to be posted for thirty (30) days. Staff Cordero posted this notice in LPA’s presence.

Based on today's visit, there were no current observed deficiencies in the evaluated areas. The facility is within substantial compliance. An exit interview was conducted with Director Cordero, who was provided a copy of their Licensee Rights (LIC 9058 1/16). Their signature on this form acknowledges receipt of these rights.
