On 10/23/23 at 11:15 a.m., Licensing Program Analyst (LPA), Adrian Castellon arrived at the facility to conduct a case management inspection. Upon arrival LPA, met with director Lisa Bernabe and proceeded to tour the facility. The facility has requested the addition of a toddler option component, capacity 12, serving ages 18 through 36 months. The toddler option program will operate in classroom #305. Facility plans to operate Monday through Friday from 7:00 a.m. to 5:00 p.m.

A fire clearance for 12 children was granted on October 3, 2024 by Chula Vista Fire Department.

The toddler component must have its own classroom, outdoor space, and will use potty chairs and portable sink placed in the 2 year old bathroom. The toddler classroom #305 measures a total of 489.825 square feet (after deducting encumbered space). The outdoor playground space measures
1,013.99 square feet.  The classrooms are equipped with age appropriate furniture and play equipment, tables, chairs, cubbies, bookshelves, and other materials for the children’s use. The classroom was observed to be orderly, free of hazards and have adequate heating, lighting and ventilation. The restroom's and hand washing areas were observed to be in safe, sanitary and operating condition. Uncontaminated drinking water is readily available during indoor and outdoor activities through the use of refillable water containers and water bottles brought from home. Snacks and meals are provided by the facility. Students may bring their own lunch and snacks. The isolation area is located in the facility office for ill children. Safe Sleep requirements were discussed on this date, including LIC9227.

The toddler and preschool outdoor play areas are separated by a dividing fence. The outdoor play areas are fully fenced and includes outdoor play equipment suitable for the age groups of children to serve. The outdoor activity spaces surface is observed to be free of hazards. There is a shaded area available during outdoor play by the use of a canopy. There is no evidence of rodent or insect activity.  Proper supervision and placement of staff during outdoor activities was advised to ensure the supervision and the safety of children.

Prior to toddler component license being issued, the following must be corrected: changing table must be placed arms length from sink, two potty chairs and a portable sink must be placed in 2 year old restroom.

The following reports were discussed and provided during the inspection: LIC809 reports and Appeal Rights (LIC9058).  After final file review a license will be issued for 12 toddlers (ages 18 through 36 months). Once licensed the license will be mailed to the facility and upon receipt shall be posed in a prominent place in the facility. Exit interview conducted with the Lisa Bernabe.
