On 06/06/2023 at 9:45AM, Licensing Program Analysts (LPAs) Luigi Gargaro and Cindy Meier conducted an unannounced annual inspection. Upon arrival, LPA met with Director Vanessa Garcia and proceeded to tour the facility together. The following ratios were observed: In the Hummingbird infant classroom: 6 infants were being supervised in the primary play area by teachers Alma Florian, Gabriela Lopez, Laura Rodriguez (Salomon) and Patricia Santos (Rice) while in the secondary play area 4 infants were being supervised by assistant director Ruth Corral; In the Library/Alternate play room 4 infants from the Lightning Bug classroom were under the supervision of teacher Fe DeGuzman. All staff members have the required background clearances and are associated to the facility

Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water is available for the children. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cribs for younger infants and napping mats for the older infants. All changing tables are located next to respective sinks. Facility provides the children’s snacks from their on campus Senior Program's kitchen while children's formula is brought from home and is appropriately dated and labeled. Cleaning supplies are kept out of reach of children.



Outdoor play area is a fenced playground with sufficient protective cushioning. Area has a an overhead structure for shade. Equipment is age appropriate for the children in care. LPA reviewed sign in sheets and medication policy and storage. Isolation area is the Director's office. Personnel and client records were reviewed. There is an updated needs and service plan in all the infants files and an individual safe sleeping plan for the younger infants (12 months and under). All staff members completed the required mandated online child abuse training. Facility has at least one staff on site with a valid EMSA approved pediatric CPR/First Aid certificates. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 04/23/25. Facility has an operating carbon monoxide detector located outside of the Hummingbird infant classroom.

This facility provides Incidental Medical Services – IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Licensee representative was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. The ABC’S of Safe Sleep: Sleep is Safest: Alone, on their Back in an empty Crib on a firm mattress.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Based on analyst observation, the facility did not comply with the section cited above as when analysts arrived at the facility a baby was found in a prohibited baby rocker which poses/posed a potential health, safety or personal rights risk to persons in care.

Violation was considered a potential risk rather than an immediate one as staff member was immediately near child and removed her from rocker as soon as analysts advised her of violation. Child was then placed in approved baby swing. Director was provided a copy of prohibited items flyer and states will remove all rockers from facility.
