On 12/01/2022 at 11:15 am, Licensing Program Analysts (LPAs), David Miller and Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings for the above listed allegation. Upon arrival, LPAs met with Assistant Director, Liliana Arreddondo and disclosed the purpose of the inspection. LPAs were led on a tour of the facility. There were twenty (20) children and one staff in the 2-year old class , twelve (12) children and two (2) staff in the 3-year old class, seven (7) children and two (2) staff in the 4-year old class, and twelve (12) children and one (1) staff in the 5-year old class. It was naptime for the 2-year old and 3-year old classes.

During the course of the investigation, interviews were conducted with complainant, Director, staff members, daycare children and parents. Staff denied the above allegation stating children are accorded dignity, are not handled in a rough manner, and not spoken to inappropriately. However, staff stated they have grabbed a child to prevent an unsafe incident or mitigate possible injury to a child. Due to conflicting statements obtained and although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur. Therefore, the above allegation is determined to be unsubstantiated.

No deficiencies cited. An exit interview was conducted with the Assistant Director, Liliana Arreddondo . Appeals Rights (LIC 9058) were provided and Notice of Site visit was given and must remain posted for 30 days. LPA observed the Assistant Director post the LIC 9213 by the front entrance.
