On 09/15/2023 at 10:45 AM  Licensing Program Analyst (LPA) Dana Stevens, conducted an unannounced Annual Inspection and met with Director, Claudette Blackman.  LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. The facility provides care for children ages 2-5 in 3 classrooms. Hours of operation are currently 7:30 AM- 5:00 PM. Director stated there are 47 children enrolled.
LPA observed the following classroom ratios:
Classroom 1 - 18 children with 3 staff
Classroom 2 - Not currently used
Classroom 3 - 10 children with 3 staff
Classroom 4 - 10 children with 3 staff
The facility was in substantial compliance with capacity/ratio requirements.

There were no bodies of water observed within the premises. Director stated there are no firearms/weapons on the grounds. Furniture and playground equipment are kept in good condition. Facility has a functioning carbon monoxide detector that meets requirements. All toilets and hand washing facilities are safe and working in sanitary conditions. Facility provides drinking water via water dispensers available both indoors and out. Children use disposable cups. Prepared meals (Breakfast and Lunch) are delivered to facility daily by NHA centralized kitchen. Facility's kitchen and food storage areas are clean and sanitary. Outdoor activity space surface is maintained in a safe condition and free of hazards.  All storage containers for solid waste have a tight-fitting covers that are kept on and in good repair. The child care center is clean, safe, sanitary, and in good repair at all times to ensure the safety and well-being of children. Roster and children and staff files were reviewed and found complete. Last Fire Drill was conducted and logged on 09/15/2023.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies cited
