On 03/17/2025 at 9:00AM, Licensing Program Analyst, Hanna Lucas, and Licensing Program Manager, Joelle Redding, met with the Director, Chanel Hornaday, and the Licensee Kathleen Porterfield, who arrived at 10:00AM, for the purpose of an unannounced annual inspection. There were 59 children present with 8 teachers in 5 rooms. Facility is within ratio and capacity.

LPA toured the facility. The rooms were clean and a comfortable temperature during the visit. Adequate ventilation and heating are available. All required forms were posted. The furniture, books, games, and toys are safe, and age appropriate. There is a variety of activities provided throughout the day. There are two sections of the outdoor area used as a playground called the Lower playground, and the Upper playground. Both playgrounds are fully fenced and separates age groups with age-appropriate play equipment, sufficient cushioning, and adequate shade. There is filtered drinking water available at all times, in each classroom. Staff ensures that each child has their own personal water bottle. Children are evaluated upon entry and monitored throughout the day for signs of illness. The isolation area for ill children awaiting pick up is the Director’s office and Classroom #1.

The children store their lunches in individual lunch boxes, that are kept in the classroom. The facility does provide snacks, that are kept in the kitchen which is clean and orderly. There is no expired or contaminated food present. The food has been stored separately from any chemicals or cleaning products. The menu is posted in the front office, changes are recorded, and the menus are stored for 30 days. Napping/bedding equipment is stored separately from the children’s play area. Each child has their own cot and their own blankets that are kept in their individual cubbies. Cots are sanitized regularly, and the children’s blankets are sent home with the parent to wash thoroughly. Hand washing and toileting areas are in a safe, sanitary, and operating condition.

There are several staff present with current CPR and First Aid certification. Medications are stored in sealed container in the Director’s office, inaccessible to children, with all required documentation on file. There is no evidence of rodent or insect activity. The carbon monoxide detector and fire alarm in each building are operational. The facility has a written disaster plan in place, and they have been conducting and documenting evacuation drills every six months. The facility does not transport children.

LPA reviewed sign in/out sheets, a sample of personnel records and a sample of children's records. The Director was reminded that Mandated Reporter Training is to be retaken every two years and can be accessed at the following website: www.mandatedreporterca.com.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. There are no infants in the program.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The facility has not had their lead testing done as required.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Director is advised to sign up for Quarterly Updates and Provider Information Notices (PINs) for one or more programs on our website: www.ccld.ca.gov. Select “Child Care” then “Quick Links” and Quarterly Updates. Select “Receive Important Updates” then put the email address in and choose which program(s) you would like to subscribe to and select “subscribe.”
