On 10/3/23 at 11:30 AM, Licensing Program Analyst (LPA) Adrian Mangina visited the facility to conduct an annual inspection. Upon arrival LPA met with Site Director Emma Hanley and proceeded to tour the facility. which consists of one classroom in Dingeman Building, which operates Mondays, Tuesdays, Wednesdays & Fridays - 7AM -8:30AM and 3:00PM - 6:00PM and Thursdays 12PM - 6PM. During today's inspection, there were no children in attendance as it was the middle of the school day. Appropriate ratios and capacity were observed. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. At least one person is trained in CPR and Pediatric First aid was present today (teacher, aid).

Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation. Floors appear to be clean and safe. Safe Drinking water is readily accessible. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. LPA observed one toilet is non operational but there are sufficient toilets for number of children enrolled. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Facility serves only snacks in the classroom. Food service area consists of a refrigerator which is clean and free of hazards. Facility representative was advised to ensure that all snacks are stored in sealed and dated containers. Snack menu is posted. Cleaning supplies are kept separate from food and are inaccessible to children. Site Director stated there are no firearms or other weapons on the premises. All foods/beverages capable of rapid spoiling are stored in covered containers at 45 F or less. The facility appears to be free of insects and rodents. There is an operational carbon monoxide detector at the facility. The fire Department last inspected the alarm system on 12/6/22. Facility has 2A10BC fire extinguisher that was inspected in September 2023. Last disaster drill was conducted 9/28/23.



Outdoor play area is a fenced blacktop area which is maintained in safe condition and free of hazards. Ms. Hanley stated that children do not utilize the climbing structure located within the elementary area.

Facility provides balls, hula hoops and other equipment. There are no bodies of water or weapons at this
facility. Area has an arbor used for shade. Equipment is age appropriate. Area has drinking water readily accessible, with children using refillable water bottles or facility provided disposable cups.

LPA reviewed medication storage. There are currently no children with prescription medications. LPA reviewed staff and child files which were complete. Personnel records contain health screening documentation and at least one staff member has current CPR and First Aid certifications. All children are signed in/out by a representative or parent. Facility Representative was advised to ensure that all individuals signing children in and out must use full legal signature.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed facility representative] of the importance of checking for recalled devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA verified that the lead testing was completed 11/2/22 in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No citations issues see LIC9102 for Technical violation given,
