On 11/15/23 at 1:50pm, Licensing Program Analyst (LPA), Martha Malane arrived at the facility for the purpose of a case management inspection. Upon arrival, LPA met with Mentor Teacher, Beatrize Romo and was led on a tour of the facility. The licensee is requesting to add a toddler option with a capacity of 40 toddlers (ages 18-36 months) to the preschool license and decrease the preschool capacity to 20 preschool children (ages 2-5 years). Hours of operation are Monday - Friday 8:00am - 4:00pm. At 3:20pm, facility representative, Assistant Executive Director, Doreen Mulz arrived at the facility.

Rooms 1, 2 and 4 will be utilized for toddler children (ages 18-36 months). The indoor space for toddler children was inspected and measured a total of 2161.97 square feet, which is sufficient to accommodate the requested capacity. The toddler rooms are equipped with age-appropriate furniture including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There is a sink within arm’s reach of a changing table in each room. Facility representative was reminded that the sink next to the changing table is for hand-washing purposes only and not to be utilized for food preparation. There are eight (8) sinks and eight (8) toilets available for the exclusive use of toddlers, which is sufficient to accommodate the requested capacity.

Room 3 will be utilized for preschool children (ages 2-5 years). The indoor space for preschool children was inspected and measured a total of 562.07 square feet, which is not sufficient to accommodate the requested capacity. Facility representative stated they will lower the requested capacity to 16 preschool children due to limited space. Facility representative stated licensee will submit and updated LIC200A to the SDRO with the updated capacity request. The preschool room is equipped with age-appropriate furniture including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are two (2) sinks and two (2) toilets available for the exclusive use of preschool children, which is sufficient to accommodate the requested capacity. One (1) of the sinks is a portable sink. Facility representative submitted a plan of operation to ensure the water is changed and refilled on a scheduled basis.

The outdoor activity space for toddlers was inspected and measured a total of 6954.70 square feet which is sufficient to accommodate the requested capacity. Shade is provided via trees and shade canopies. LPA observed toys and materials available for outdoor activities. There is rubber matting under high climbing equipment to absorb falls. The outdoor activity space for preschoolers was inspected and measured a total of 1375.80 square feet which is sufficient to accommodate the requested capacity. Shade is provided via a shade canopy. LPA observed toys and materials available for outdoor activities. There is no high climbing equipment.
LPA and facility representative discussed supervision and placement of staff outside was discussed to ensure the safety of children at all times.

Drinking water is available inside and outside via disposable cups and filtered water in pitchers. There is a separate restroom for staff located in room 3. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept inaccessible to children.

Facility representative stated there are no bodies of water on the premises.

LPA provided mentor teacher and facility representative with Safe sleep documents. LPA discussed the safe sleep regulations with mentor teacher and facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative stated she understands they must physically check on sleeping toddlers under the age of 2 years every 15 minutes and document the check. LPA provided director with a sample sleep log and PIN 20-24 CCLD for safe sleep regulations.
LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A fire clearance for 40 toddler children (ages 18-36 months) in the rooms 1, 2 and 4 and 20 preschool children (ages 2-5 years) in room 3 was granted 10/18/23.

The following is required:
1. Updated LIC200A with current hours and capacity

Exit interview conducted with Facility Representative, Doreen Mulz and Mentor Teacher, Beatrize Romo. A license for 40 toddler children (ages 18-36 months) in rooms 1, 2 and 4 and 16 preschool children (ages 2-5 years) in room 3 may be granted after the above requirement is met and a final file review is conducted.
