Licensing Program Analysts (LPAs) Yolanda Baez and Gloria Gonzalez arrived at the facility to conduct an annual random inspection. Upon arrival LPAs met with TLC Coordinator/ Director. The following ratios were observed:

Infant Class (Serves children of 0 through 24 months of age):

  • There were 6 children present with 2 staff members
Appropriate ratios and capacity were observed.

Toys are safe and do not have sharp points, edges or splinters, or made of small parts that can be pulled off. There is sufficient infant napping equipment. Infant changing tables have padded surface no less than one inch thick, covered with washable vinyl, and raised sides at least 3 inches high. Room has one changing table which are within the reach of the sink. There are no walkers, bouncy seats, exersaucers or jumpers in the room. All infants including those napping in cribs are under visual observation at all times. Rooms have adequate heating, lighting, and ventilation. Solid waste storage vessels, including moveable bins, have tight-fitting covers on, and are in good repair. Outdoor play area is fenced with sufficient material for cushioning. Area has canopies used for shade, there is a waiver to allow the Preschool and Infant children to share the playground at separate times. There are no bodies of water or weapons at this facility. The last emergency drill was conducted on 05/29/19. There is an operational smoke detector and carbon monoxide detector at the facility. First Aid/CPR was reviewed and is in compliance. Staff records of education, training, and/or experience were reviewed and are in compliance. Children's files were reviewed and are in compliance.

LPA reviewed the following with Director: IMS, SIDS, Car seat Law, and Shaken Baby Syndrome. This facility does not provide Incidental Medical Services- IMS. Director understands that a written plan of operation will have to be submitted 30 days after enrolling a child who requires IMS. The following information regarding ADA was provided, US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and http://www.ada.gov/childqanda.htm

Immunization law (SB792) was discussed with Director and she understands that anyone who provides care and supervision to the children must have immunization records maintained at the facility for: pertussis, measles, and influenza. Facility is not compliant with SB792, see 809D for cited deficiency. Type B deficiency can be found on the Preschool program (376600572).

LPA Baez discussed the new Mandated Reporter training, AB1207. LPA Baez reminded Director that all staff members are to take the training and have the printed certificates present at the facility and available for review. The mandated reporter training per AB1207 may be located at www.mandatedreporterca.com

NOTICE OF SITE VISIT IS TO BE POSTED FOR 30 DAYS. LPA observed the posting the Notice of Site Visit.
