13 | Licensing Program Analysts, Joelle Redding and Michael Morales DeSilvestore, made an unannnounced visit to deliver findings on the above-referenced allegations. During the course of the investigation, pertinent documentation was reviewed and staff and parent interviews were conducted. The facility has a policy that outdoor food is discouraged and that it cannot be refrigerated, if left. The facilty provides all three meals in the tuition fee. Breakfast is sometimes brought in by parents before 8 a.m. for children who arrive early as the facility's first meal is served at 9 a.m. Any unconsumed items are returned to the child's cubby to take home at the end of the day. With regard to personal belongings, the policy is that the items are to be labeled and that the facility will do their best to safeguard the items, but are not responsible for lost items. This includes water cups. Most staff had a policy for providing the water bottles from a basket to the children when asked, to avoid confusing the cups. The facility states that the handbook had not changed in content for many years until the beginning of December 2019, after Licensing's visit. Information received was not sufficient to prove or disprove that the above allegations occurred. Therefore, they are considered Unsubstantiated. A finding that the complaint is Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
