On 8/10/22 at 9:17AM, Licensing Program Analyst (LPA) Nancy Diaz conducted an unannounced complaint visit for the purpose of delivering findings regarding the above allegations. Upon arrival, LPA Nancy Diaz met with Director Freda Simmons. A tour of the facility was conducted. Observed present today were 52 toddlers and preschool children in 4 classrooms with 7 staff. Appropriate ratios were observed in all the classrooms.
The Department fully investigated the above allegations and obtained information from facility file review, facility incident report, interviews with complainant; staff; children in the classroom and parents of children in care. It was found that although the allegations may have happened or are valid, there was not a preponderance of evidence to prove that staff handled a daycare child in a rough manner; staff yelled at a daycare child and staff spoke inappropriately to a day care child. Therefore, all 3 allegations are UNSUBSTANTIATED. Exit interview conducted and report was reviewed with facility representative Director Freda Simmons. A notice of site visit was given and must remain posted for 30 days. A copy of this report and appeal rights were also provided to Ms. Simmons.
