Licensing Program Analyst (LPA), Keely Messerschmidt conducted an annual inspection as part of a compliance review. A tour of the inside and outside of the facility was granted and the following was observed and/or noted:

· The following items were posted and updated where necessary:
- License
- Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148)
- Parent’s Rights Poster (PUB393)
- Personal Rights (LIC613A)
- Child Car Seat Law

· The facility is operating within the limits as stated on the license.
· Ratios are being met during this inspection, there were 90 children and 15 staff members present.
· Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards
· There are no weapons present at the facility as stated by Director
· There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Drinking water is provided in the indoor activity space and in the outdoor activity space by water fountains and faucet water. LPA advised Director to fix broken drinking fountains and install a drinking fountain on the large playground.
· Medications are stored where inaccessible to children in the front office and in classroom in high cabinet. LPA informed Director that the prescription label is required on the emergency medication for C1 & C2. See LIC809-D page.

·Hazardous items are stored where inaccessible to children which include disinfectants, cleaning solutions and other items that are dangerous
· Poisons and toxins are not locked and inaccessible to children. Room 1 & Room 4 had sealed bleach in an unlocked cabinet under sink. See LIC809-TV page.
· All floors were observed to be safe and clean.
· Bathrooms were observed to be safe, sanitary and in operating condition. Director was informed that the stall doors cannot be closed when children are using restroom for supervision. See LIC809-D page.
· Playgrounds are enclosed by appropriate fences and free of hazards
· Outdoor activity areas are supplied with age and size appropriate equipment in good condition. Director was advised to rake wood chips under swings and slides.
· Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin
· Food is stored appropriately and protected from contamination
· All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair
· Sign in/Sign out record was reviewed and meets regulation requirements
· Disaster drills are conducted at least every six months – last drill was conducted on 8/28/23

A review of staff and children's records were conducted as part of this evaluation.
· Children’s records were found to be complete during this inspection.
· Staff record review indicates that all staff present meet minimum qualifications for the position for which they were hired.
· A staff member is present with current Pediatric CPR/First Aid which expires on 10/10/25.
· Opening and closing staff member’s CPR/First Aid expires on 10/9/25.
· Director completed Health and Safety Training
· A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have not received criminal record and child abuse index clearances or exemptions. There are 2 staff members not associated to the license. Director submitted LIC9182 for transfer of fingerprints. See LIC809-D page.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.



LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Director Lana Janey, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
