On April 11, 2022, at 9:45 AM, Licensing Program Analyst (LPA), Luigi Gargaro, conducted an unannounced annual required inspection and met with the licensee, Leticia Llamas. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. One (1) child and the licensee were present in the facility during this inspection. This facility is a one floor, four bedroom, two bathroom house. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for child care are: the kitchen, the dining room, the enclosed patio/main day care room, the second day care room, the living room (as primarily a pass through area) and the day care bathroom. Off limits areas are the four home bedrooms and the second home bathroom. The three bedrooms off the home hallway and the second bathroom located there are made off limits with door knob covers that are installed on their respective door handles. The licensee states that she would like to make the previously for use fourth bedroom located off the laundry room an off limits room now. The room has a sliding door and licensee will have to install a safety device to make it inaccessible such as a highly placed hook and latch so the door cannot be opened. Analyst inspected the room today and found it safely child proofed but once licensee is able to make the room inaccessible and then submits a revised facility sketch to analyst, it will be officially noted as such.

The fire extinguisher and smoke detector met requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment and materials available. The home has a fenced backyard but the licensee states she is currently not using it due to only having a few children coming on a limited basis. The yard did have some personal athletic equipment that the licensee states will be removed once her enrollment increases and she goes back to using her backyard but nothing otherwise appeared hazardous. Licensee stated she is instead using her gated front yard for whenever outdoor play is being conducted until she returns to using her backyard. Analyst inspected the front yard and found no hazards for day care children. No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.

Every family day care home for children shall have one or more carbon monoxide detectors in the facility that meet the standards established in Chapter 8 (commencing with Section 13260) of Part 2 Division 12. The department shall account for the presence of these detectors during inspections.

Based on analyst observation, the licensee did not comply with the section cited above as she did not have a carbon monoxide detector in her home which poses/posed a potential health, safety or personal rights risk to children in care.

Licensee’s First Aid and CPR certifications expire in August of 2022. Licensee has required immunizations. Licensee completed Mandated Reporter Training on March 2, 2022. Facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on July of 2021 and the licensee has not continued to do so due to only having children on an "as needed" basis for her day care parents. Analyst did provide licensee with a fire/earthquake drill log to continue documentation when children begin attending on a more regular basis. Licensee currently has no infants in care but analyst provided her with a copy of the safe sleep regulations for her to review at a future date.

LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. One type B violation California Code of Regulations, (Title 22, Division 12 & Chapter 3), are being cited on the attached LIC 809-D.

An exit interview was conducted with the licensee. The licensee was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights.

LPA provided notice of site visit and observed it being posted at the facility.
