The department received information that children are forced to eat at meal times, however all staff interviewed stated that children are never forced to continue eating once they appear to be full. Parents interviewed expressed confidence that children are fed appropriate amounts. Based on conflicting information this allegation is deemed Unsubstantiated.
Child was grabbed inappropriately by the arm.
The department received information that Licensee was observed grabbing a child inappropriately by the arm, however all staff interviewed stated that neither Licensee nor staff grab children forcefully. Licensee and one staff stated that sometimes they will hold children by the arm when assisting them with steps or to get the child's attention when directing them in activities. Based on conflicting information this allegation is deemed Unsubstantiated.
Child was placed in the Timeout chair for an extended amount of time
The department received information that children are left in the Timeout chair for extended amounts of time. Staff interviewed stated that children are usually placed in the Timeout chair for 2-3 minutes, however Licensee stated she does not set a timer when children are placed in the TImeout chair. Based on a lack of preponderance of evidence this allegation is deemed Unsubstantiated.
A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

An exit interview was conducted and a copy of this report, appeal rights and Notice of Site Visit were provided to Licensee.
