On May 1, 2020, at 8:30am, Licensing Program Analyst (LPA), Martha Malane conducted a case management inspection for the purpose of an increase in capacity via video conference via FaceTime, due to the Covid-19 outbreak with Licensee Ceferina Camarina. LPA conducted a live video tour of the inside and outside of the facility. There were no children present in the facility during this inspection. This facility is a one story, three-bedroom, two-bathroom house. The following areas are used for childcare: living room, dining room, kitchen, patio, playroom, bathroom #1 and front part of backyard. Off limits areas are: bedrooms #1, #2, #3, bathroom #2, garage and back half of backyard and are made inaccessible through the use of door locks, doorknob covers and gates.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Toys, play equipment and materials are available for children’s use. The backyard is available for outdoor activities. Licensee stated there are no weapons in the home. Licensee stated there are no bodies of water on the premises. A review of staff records indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances. Licensee’s First Aid/CPR certifications expire 9/2020. Licensee has required immunizations. Licensee and her assistant completed Mandated Reporter Training AB 1207 on 11/20/2019. Children’s records were previously reviewed on February 19, 2020.

A fire clearance for 14 children was granted on 4/27/2020. LPA and licensee discussed the following: ensure all adults residing or working in the home have criminal background clearances or exemptions. corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in a daycare facility. Licensee was provided information regarding upcoming Safe Sleep Regulations/SIDS and Shaken Baby Syndrome. LPA discussed the maximum number of children for whom care shall be provided when there is an assistant provider in the home, including children under age 10 who live in the licensee's home and the assistant provider's children under age 10, shall be either: Twelve (12) children with no more than four of whom may be infants or Fourteen (14) children, with at least two of the children with 1 child enrolled in kindergarten and 1 child at least six years of age and no more than three infants.

Incidental Medical services (IMS) policy was discussed. Licensee stated that Incident Medical Services are not being provided at this time. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department within 30 days. No deficiencies cited. A large license will be granted effective May 1, 2020.
