13 | LPA, Luigi Gargaro, conducted an unannounced visit to the facility today regarding the above allegation. During the course of the visit, analyst met with and interviewed the licensee, reviewed the home and its safety/security equipment and obtained facility roster and contact information.
Based on testimony from the licensee and reporting party, analyst found that a lack of supervision did occur when, while licensee was in the kitchen, facility assistant fell asleep when watching two children in care. This resulted in a four and a half year old exiting the day care and wandering for at least twenty minutes before licensee, driving in search of the child, located him with a police officer who had found him near the local elementary school.
Based on LPA’s observations and interviews which were conducted and record review(s) the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED, California Code of Regulations, (Title 22, Division & 102417(a)) are being cited on the attached LIC 9099D.
