Licensing Program Analyst (LPA) Selina Siao conducted an unannounced case management inspection. Upon arrival, LPA met with licensee Galina Carmel and her helper Svetlana Andriyenko were in the main kids room with 11 children including 3 infants. Licensee's primary language is Russian and she stated that she doesn't know why she received a license for 8 children when she has had a large license for over 10 years. Licensee stated that the form was completed in error. Licensee stated that she wants to keep her large license. LPA Siao contacted LPM Cuddy to informed her of the situation. Licensee completed an updated and capacity change application during today's inspection as required in order to change her license back to a large license.

LPA conducted a tour of the day care areas which includes the large kids room (family room), bathroom located on the first door on the right side of the hallway and two bedrooms located at the hallway for napping. Off limit areas includes the kitchen, living room, and all of upstairs. There are several safety gates to block off the off limit areas and there is a gate at the bottom of the stairs to prevent children's access. Outdoor areas is the fenced backyard with ample play equipment. The home has a pool and the required pool fencing self latching door that swings away from the pool.
Eleven children's records were reviewed and are all in ordered. Licensee completed all the training and completed the family self assessment guide per agreed during the non compliance office meeting held in the San Diego Child Care Regional office on 10/23/19.

The home has an operating carbon monoxide and smoke detector. There is a fully charged fire extinguisher size 3A40BC in the home. Licensee and her fingerprint cleared helper has a valid EMSA approved CPR/FA that is valid through 06/23/2020. The home appears to be within substantial compliance during today's inspection.
