NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 01/27/2022 at 9:55 a.m., Licensing Program Analysts (LPAs), Michelle Hood and Edgar Campana conducted an unannounced Annual Required Inspection and met with the Licensee. LPAs disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There were four children present in the facility during this inspection. The licensee accompanied LPAs inside and out of the facility during this inspection. The following areas used for child care are the living room, dining room, hallway bathroom, kitchen, bedroom #, front yard and back yard for daycare children in care. The off limits are all made inaccessible via door locks and door knob covers. The fire extinguisher, smoke detector, and carbon monoxide detector met the requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment, and materials available. No bodies of water were observed on the premises during the inspection. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee’s First Aid and CPR certifications expire on 09/2023. The licensee has required immunizations. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 01/27/2022. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee stated she does not have infants enrolled at this time.

LPAs discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov. In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

LPAs provided and discussed the following: Reporting Covid positive, suspected child abuse & neglect, maintain children’s records according to regulation, and post required forms. The licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers, and/or similar equipment are not allowed in daycare. Licensee was also provided handouts with information regarding Regulations/SIDS, Lead exposure, and Shaken Baby Syndrome. LPAs and Licensee discussed California Megan's Law and LPAs provided: www.meganslaw.ca.gov.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. An exit interview was conducted and the report was reviewed with the licensee Teresa Garcia in Spanish (translated by LPA Campana). The licensee was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. No deficiencies cited.
