On February 16th, 2023 at 8:30 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Required Inspection and met with the Licensee Lucy Ceja. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. The Licensee, her spouse, a helper and four (4) children were present in the facility during this inspection. Language Link Operator 15001 and Luis Ceja (Licensee's spouse) provided Spanish translation services. This facility is a two (2) story, seven (7) bedroom, four (4) bathroom house. Licensee accompanied LPA during this inspection. The following areas used for childcare are: the bottom floor, to include two (2) bedrooms, the bathroom, family room and the fenced and shaded backyard. The off limit area is the top floor, which is made inaccessible using child safety gates at its stairs.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. Licensee states children are taken to the fenced and shaded backyard outdoor activities. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home.

Licensee’s First Aid and CPR certifications expire in July 2023. Licensee has required immunizations. Mandated Reporter Training was completed on 03/10/2022. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 02/09/2023.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee and LPA discussed the facility emergency disaster plan and safety of children and pets. Licensee has one (1) small dog, who is kept in the off limit area when children are present. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

LPA advised Licensee that failure of a licensee to pay all applicable and accrued fees and/or civil penalties shall constitute grounds forfeiture of a license. Licensee states they will pay their outstanding annual fee balance no later than 02/24/2023.

LPA provided Licensee with Provider Information Notices (PIN) 22-31-CCP and 22-22-CCP. PIN 22-31-CCP provides information about the new MyChildCarePlan.org website, a resource that can assist families in finding available childcare. This website provides a childcare search tool that connects parents to childcare providers and Resource and Referral Agencies throughout California. PIN 22-22-CCP notifies licensed Family Child Care Home providers about the availability of the Family Child Care Home License Incentive Payment related to COVID-19 pandemic relief.
