13 | On 12/8/23, Licensing Program Analyst (LPA) Saraliz Velando conducted an unannounced complaint visit for the purpose of delivering findings for complaint received on 10/6/23 regarding the above allegations. LPA met with the licensee, Cici Luo and toured the home. There was one helper and 7 children in care.
LPA Velando conducted interviews with potential witnesses, collected pertinent evidence, and reviewed facility files.
Based on the information LPA Velando obtained, it was not determined that the staff is yelling at children, adults present at the facility are without criminal history clearance, or children are afraid of the dog on the premises. The preponderance of the evidence has not been met and therefore, the above allegations are found to be UNSUBSTANTIATED. No deficiencies are cited. Although the allegations may have happened or are valid, there is not a preponderance of the evidence to prove that the alleged violations occurred. Exit interview was conducted with licensee, Cici Luo. Appeal Rights and licensing report were reviewed with the licensee. Signature at the bottom of this report confirms receipt. A notice of site visit was provided and must remain posted for 30 days.
