On April 19, 2022 at 01:35 p.m., Licensing Program Analyst (LPA), Edgar Campana and Licensing Program Manager (LPM) Jason Garay conducted an unannounced Annual Inspection and met with the Licensee, Blanca Tiznado.  LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Three (3) children and Licensee's spouse were present in the facility during this inspection. This facility is a two story, three (3) bedroom, two and a half (2.5) bathroom house. Licensee accompanied LPA inside the facility during this inspection, and stayed inside with the children while LPA and LPM inspected the back play yard. The following areas used for child care are: living room, day care bathroom, kitchen, family room, and dinning room. The off limits areas are the garage and the entire second floor and are inaccessible through use of door knob covers and a safety gate.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements.  All hazardous items were not made inaccessible to children: Cleaning supplies observed in bathroom sink cabinet accessible to children in care; A can of Glade air freshener on top of the toilet tank in the day care bathroom; One can of Raid aerosol bug spray and a can of insect repellent observed accessible to children in back play yard.

The licensee has toys, play equipment and materials available.Teeter totter observed in back play yard, on top of concrete, without protective padding underneath. The home has a fenced backyard available for outdoor activities.  No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.  Licensee’s First Aid and CPR certifications expire on 01/2024.  Licensee has required immunizations.  Licensee completed Mandated Reporter Training on 09/28/2021.

Facility roster is maintained and was reviewed.  The last fire and disaster drills were conducted and documented on 01/2022.  There is one crib or play yard for each infant who is unable to climb out of the crib or play yard.  Cribs or play yards are not free from all loose articles and objects: Blankets and stuffed animals observed with infant sleeping inside crib; Blankets observed hanging on side of crib with infant sleeping inside. The provider physically checks on sleeping infants every 15 minutes. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA provided and discussed the following:  Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions.  Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.  Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome.  LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov

LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov . In addition, for general questions or questions regarding licensing requirements contact the Child Care Licensing Duty Line at (619) 767-2248.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA Edgar Campana informed licensee Blanca Tiznado that this report dated 04/19/2022 documents two Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.
Also, LPA Edgar Campana informed the licensee to provide a copy of this licensing report dated 04/19/2022 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A copy of this report and appeal rights (LIC 9058) were provided to the licensee. A Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted in Spanish and report was reviewed with the licensee, Blanca Tiznado.
