25 | Licensing Program Analyst (LPA), Tyra Block,conducted an unannounced annual inspection with the Licensee. The single story home was toured and inspected to ensure an environment safe for the care and supervision of children. Present was co-licensee Elizabeth Villalpando, 2 staff and 9 children (including 1 infant). Co-licensee, Alexis Villalpando was not present at the facility but was available by phone to assist facility representative, Alejandra, with inspection. Fire clearance was granted 5/16/17 to operate a large family child care and visits annually according to licensee. The fire extinguisher (2A10BC), smoke detector, and carbon monoxide detector meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. There are no bodies of water on the property. Licensee, Elizabeth, stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Staff and children's records were not available for review. Alexis stated she was in possession of them off-site. LPA was not able to confirm if CPR/ First Aid, Mandated Reporter certifications, or immunizations were current. There was no documentation of disaster drills being conducted at least every 6 months. LPA provided a copy of LIC 610A to be posted.
Licensees has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include: Day care room, hall bathroom, and back yard. Off limits areas include: all bedrooms, kitchen, living room, dining room, garage, and a portion of the backyard. They are made inaccessible with the use of doorknob covers, child safety gates, and fence. The licensees have sufficient toys and equipment available for children to use and the fenced backyard is available for outdoor activities.
Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances to avoid civil penalties associated with this requirement; corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. Licensee was also provided with information regarding Safe Sleep Regulations/SIDS and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. COVID guidance was also discussed. |
