On 03/14/2023 at 12:40PM, Licensing Program Analyst (LPA) Selina Siao conducted an unannounced random inspection. Licensee has submitted an application to the department requesting to add adult resident Sabrina Madamba as a co-licensee. Upon arrival, LPA met with Sabrina Madamba/adult resident and helper Xiuqin Wang at the facility with 12 children (all preschool age) that were napping on mats in the living room. LPA toured and inspected the home including the upstairs off limit areas to confirm Sabrina Madamba resides at the home. Licensee Meige Jiang returned to the facility during LPA's inspection. The home has a fully charged fire extinguisher size 3A40BC, smoke and carbon monoxide detector that meet requirements and are operational. Most hazardous items were latched/locked and secured out of reach of children. Licensee stated that there are no bodies of water or weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee First Aid and CPR certifications are not from a valid EMSA approved trainer but she is registered to take the class this Sunday and has provided LPA with proof of registration. Helper Sabrina Madamba's has a valid EMSA approved pediatric CPR/FA card that is valid through 02/28/2025. Helper Sabrina Madamba completed the online mandated child abuse training on 01/14/2023 and it must be renew every two years. Licensee Meige Jiang and helper Xiuqin Wang are exempt from taking the online mandated child abuse at this time as it's not available in there native Chinese Mandarin language. Licensee and helpers have the required immunizations per SB 792. Facility has an updated roster and fire drill log available for review. Licensee last conducted a drill with the children in care on 10/1/2022. A copy of the facility roster was obtained during today’s inspection.

Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include living room, office, dining room and bathroom. Off limits areas include kitchen, garage, laundry room and upstairs. There are gates to prevent children's access to the off limit areas. The fire place is blocked off and not accessible to children. The facility has sufficient toys and equipment available. The home has a fenced backyard available with rubber cushioning for outdoor activities.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home.
