25 | LPA, Luigi Gargaro, conducted an unannounced inspection with the licensee. The home was toured and inspected to ensure an environment safe for the care and supervision of children per the standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Present were the licensee, her spouse Pascal Wakilongo and the licensees own toddler daughter. The fire extinguisher and smoke detector meet requirements and are operational. The carbon monoxide detector was not operational during today's visit as it was missing batteries. When licensee spouse attempted to install batteries during visit, the detector still worked improperly as it continued beeping intermittently throughout visit. All hazardous items were latched/locked and secured out of reach of children. The licensee was asked whether she had any bodies of water or weapons in the home and she replied no. A review of staff records on this date indicates that all adults or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. First Aid and CPR certifications expire on 07/21/21 for the licensee.
Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include the kitchen, the living room, the second bedroom and the bathroom. Off limits areas include the first (master) bedroom which is made inaccessible through use of a door knob cover that is installed on the entry door handle. The home has an operational wall heating unit that the licensee states she does use. The licensee has a removable metal gate that she uses as a barricade to prevent children from having access to the unit during child care hours whenever the heater is being used. The licensee has sufficient toys and equipment available. The home has a fenced backyard available for outdoor activities. The yard contains two sheds for the licensee's personal items. The sheds are made off limits to children in care with the use of locking door handles.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. |
