On 06/21/2023 at 10:20am, Licensing Program Analysts (LPAs) Selina Siao and Gerald
Poindexter conducted an unannounced random inspectionon with the Licensee. The home was toured and inspected to ensure an environment safe for the care and supervision of children. Upon arrival, Licensee and 4 day care children (all preschool age children) were in the living room. Licensee's two adult daughters/helpers Amina Jama and Hodan Jama were sleeping and licensee woke them up to assist with translation. LPAs observed at least three adult males at the facility in the two locked bedrooms downstairs and another person was observed napping upstairs. One out of three of the adults have the required background clearances. The person upstairs left from the front door while LPAs were touring at the backyard and licensee stated that she doesn't know his legal name as that's his relative visiting. The home has a fully charged fire extinguisher size 3A40BC, smoke and carbon monoxide detector that meet requirements and are operational. Most hazardous items were latched/locked and secured out of reach of children. Licensee stated that there are no bodies of water or weapons in the home. A review of staff records on this date indicates that two of the individuals that were napping at the facility does not have the require caregiver background clearances. Civil penalty of $1000 is being assess today. Licensee’s First Aid and CPR certifications are valid through 05/20/2025. Licensee is exempt from taking the online mandated child abuse training as her primary language is Somali. Licensee's two daughters Amina Jama and Hoden Jama stated that they have not taken the online mandated child abuse training. Licensee's daughter Amina Jama stated that they don't have any children's records available for review as the parents has not returned the forms back to her. Facility has an updated roster and licensee has a fire drill log but the last drill shows that it was conducted during the year of 2020.


Licensee has provided adequate space for the children to eat, sleep and play within the home. Areas used for child care include living room, one bedroom for napping and the day care bathroom that is located next to the kitchen.

Based on LPAs Siao and Poindexter observation, the licensee did not comply with the section cited above as there were two adults that have prominate presense and were sleeping at the facility did not have the required background clearances. Licensee's son Ali Mohamed Jama truck driver stated that he only stays for about a month each time and he does not have the required background clearances. Licensee's nephew Salim Mohamed Abdulahi who was sleeping at the home and has a letter with the faciilty's address that was observed by LPA Siao does not have the required background clearances. This poses an immediate health, safety or personal rights risk to persons in care. Civil peanlty of $1000 is assessed today.

Off limits areas includes the three bedroom and bath located downstairs and the three bedrooms and bath upstairs. There is a door that is closed and has a lock to prevent children from the upstairs areas. There are about three rolls of area rugs and bedroom that is use as a storage room that are accessible to children. The items in the hallway areas needs to be clear or block off to ensure children's safety and the storage room. The facility has some toys and equipment available. The home has a fenced backyard and front yard area that the children uses as an outdoor activity space and visual supervision is required when children are outside.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following items were discussed with provider: Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. Licensee was provided with information about Heat Related Illness, Never Shake a Baby, Safe Sleep for Infants, Best Practice On Supervision and Effects of Lead Exposure and reporting responsibilities were discussed. The ABC’S of Safe Sleep: Sleep is Safest: Alone, on their Back in an empty Crib on a firm mattress.

LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee and her daughter Amina Jama of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Licensee and her helper Amina Jama was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

“Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. “


A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the facility representative/helper Amina Jama who provided translation to licensee in Somali.
