Due to the COVID-19 State of Emergency, Licensing Program Analyst (LPA), Marie Hernandez conducted an unannounced video Tele-Conference via WhatsApp inspection with the Licensee, Octavio Parra. The Licensee Octavio stated he understands enough English to conduct the inspection. On 7/14/2020, the facility entered a two-year Compliance Plan. During the inspection, there are two children in care with the Licensees, Octavio Parra and Marivel Portugal. The purpose of the inspection is to ensure the home is in compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes, and as per the Compliance Plan. LPA conducted a virtual inspection of the home (facility). This is a one story, four bedroom, two bathroom home that was toured and inspected. The hours of operation are Monday through Sunday, 6:00 AM to 11:00 PM. The Licensees will use the following areas for childcare: The kitchen, living room, family room, bedroom #3 and bathroom #1. The Licensees will utilize the enclosed backyard for outdoor activities of children. The off-limit areas include bedrooms #1, 2, & 4. The off-limit areas are made inaccessible to day care children through the use of child proof doorknobs. There are no bodies of water observed during time of visit. The fire extinguisher is in compliance. The smoke detector and carbon monoxide detector meet the requirements and are operational. All poisons, detergents, cleaning compounds and medicines are secured, inaccessible and out of reach of children. Age appropriate toys and play equipment are available. A working telephone is available. The Licensee indicated there are no firearms or weapons in the home. The Licensee maintains documentation of proof of control of property for review by the Department. Discussed the Mandated Reporter AB1207 online training. The AB1207 must be renewed every two years. The Licensees completed the 8 hours of preventative health. The Licensees pediatric CPR and First Aid certification expires 07/2021 & 11/2021. The required documents are posted. The Licensees and the adult residents have the criminal record clearances on file. The Licensee was advised that any new/additional adults must be cleared prior to working or residing in the home. Any minor upon their 18th birthday must be fingerprinted within 30 days. Immunization records per SB792 were reviewed and are in compliance. LPA advised that prior to making alterations or additions to the home or grounds, the Licensees shall notify the Department of the proposed changes. The Licensee states they are financially secure to operate a family childcare home for children and will comply with all regulations and laws governing family childcare homes. Reviewed records. The last emergency drill was conducted on 07/24/2020. The facility roster is current and complete.

The Licensee does not plan on providing Incidental Medical Services (IMS) to children at this time. IMS policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) | (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. Megan’s Law was discussed and the website was provided @ meganslaw.ca.gov.

The following information was reviewed with the Licensee: Safe Sleep, Lead Exposure, SIDS, shaken baby, child abuse reporting, community resources, children’s records, facility records, required postings, immunization's, unusual incident report, facility roster, car seat law, visual for ratio/capacity, fire/disaster drill log and prohibited items including no smoking or corporal punishment in a day care. LPA discussed the maximum capacity for a large family child care home: Maximum capacity when there is an assistance present, 12 – no more than 4 infants; capacity of 14 – no more than 3 infants, 1 child in kindergarten or elementary school and 1 child at least age 6, including children under age 10 who live in the home. If there is no assistant/helper, then the Licensee shall revert to a small family childcare home.

The Licensees are advised to regularly visit the Community Care Licensing WEBSITE:www.ccld.ca.gov for quarterly updates and updated regulation information. The Duty Line was provided: (619) 767-2248. Southern California Child Care Advocate information was provided, and the Licensees were encouraged to subscribe through the CCLD website in order to be placed on an email list for updated regulation information. The Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov.

No deficiency was cited today. LPA Marie Hernandez explained the inspection report, and the Licensee stated he understood. A copy of the report was emailed to the Licensee.
