25 | On October 24, 2023 at 12:50 p.m. Licensing Program Analyst (LPA), Leilani Curtis conducted an unannounced Annual Inspection and met with Licensee, Rita Polus. Also present was the licensee’s husband Carlo Marrogi. The licensee’s niece, Virjinya Butrus translated for the licensee over the phone until 1:15 p.m. Jaklin Anyouel, the licensee’s friend, arrived at the facility at 1:15 p.m. to assist with translation. The licensee’s primary language is Arabic. When LPA arrived, there were no daycare children in care. The licensee’s infant child was present. The licensee’s husband took the child to his grandparents’ home at approximately 2:00 p.m. By 2:30 p.m. two daycare arrived. At 2:45 p.m. the licensee’s two other children, both of whom are under 10 years old arrived at the facility. There were a total of 4 children in care. None of whom were infants. LPA provided the LIC 126, Entrance Checklist to Licensee. Facility was observed operating within ratio and capacity. LPA conducted a tour of the home inside and outside per facility sketch. Licensee is using the following areas for daycare: living room, kitchen, dining area, bedroom #1, bedroom #3, bathroom #1 and enclosed rear yard. Off-limits areas include: bedroom #2, bathroom #2 (located within bedroom #2) and side yards.
Licensee has provided adequate space for the children to eat, sleep and play within the home. Home is clean, orderly and has adequate ventilation. Children’s toys and play equipment are available and observed free of hazards. There are no stairs in the home. There is a working telephone/email address. All cleaning compounds, detergents, medications, and poisons are made inaccessible through latches, locks, and/or placed up on high surfaces. There is no fireplace. The fire extinguisher and smoke and carbon monoxide detector are operational. Licensee states there are NO firearms or other weapons in the home. The outdoor play area is fenced and free of hazardous items. There are no existing bodies of water present. Children records were reviewed for Emergency Information. The last documented disaster/fire drill occurred on 3/4/23. There are no new adults living or working in the home over the age of 18 years. All adult residents and helpers have submitted or been cleared for criminal record and child abuse index clearances or exemptions. Pediatric CPR and First-Aid certificates are valid through May 2025. Licensee is exempt from Mandated Reporter AB1207 training certification due to licensee having limited English proficiency. Immunization records per SB792 were reviewed and are in compliance. |
