Licensing Program Manager (LPM) Tulam Vu, Licensing Program Analyst (LPA) Gloria Gonzalez and LPA Jo Ann Legaspi conducted an office meeting today at the San Diego Child Care Regional Office with Licensee Blandina Infante and her adult daughter, Laura Infante-Cruz.

The purpose of today's meeting is to amend the type B violation of the California Code of Regulation (CCR) Section 102416.5(f) which was cited on October 21, 2019. This report was amended to reflect the violation to be a Type A deficiency. AB633 requires upon receipt, Licensee shall post and provide copies of the Complaint Investigation Report dated 10/21/2019 to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. An Acknowledgment of Receipt of Licensing Reports, Form LIC 9224 must be signed and placed in each child’s file.

The secondary purpose of today's meeting is to discuss the type A violation of the California Code of Regulation (CCR) Section 102416.5(f) which was originally cited on October 21, 2019 but amended at today’s meeting.

The following regulation was discussed: CCR 102416.5(f) Staffing Ratio and Capacity. The capacity specified on the license shall be the maximum number of children for whom care may be provided at any one time.

The Licensee explained that additional measures have been implemented to ensure the facility will not operate over capacity in the future. The Licensee has reinforced to the parents to collaborate for the children's best interests. The Licensee has requested parents for updated children's schedules to maintain the licensed capacity. The Licensee stated she will review ratio limitations with the helpers and will provide LPA with copies of the training sign in sheet by 12/20/2019.

The third purpose of today's meeting is discuss the Type A violation of the CCR Section 102423(a) - Personal Rights, which was cited on June 19, 2018. Licensee stated she and her helpers have reviewed personal rights and will comply.

LPA discussed and provided Licensee with the following: Provider Information Notice (PIN) PIN 19-02-CCP, which describes the Safe Sleep Awareness Campaign, and PIN 19-16-CCP, which urges Consumers Not to Use Inclined Infant Sleep Devices.

LPA provided and discussed with the Licensee the Family Child Care Self - Assessment Guide in both English and Spanish and the Child Care Advocate Program. Licensee and LPA discussed the "How Many Children Can Attend a Family Child Care Home" video which describes ratios and "Children's Personal Rights in Child Care" video which describes children's personal rights.

During office meeting the Licensee was advised of the administrative process, including compliance conferences, and administrative action if serious violations continue. Licensee agrees to comply with all laws and regulations. All Title 22 regulations and Quarterly Updates may be obtained at CCLD.CA.GOV.

The Licensee was advised that Michelle Hood is now her assigned LPA, whose telephone number is (619) 767-2241.

An exit interview was conducted with Licensee Blandina Infante. Licensee/Appeal Rights (LIC 9098 01/16) along with a copy of this report was provided to Licensee Blandina Infante and their signature on this form confirms receipt of these rights.
