On 11/04/2025 at 2:45 pm, Licensing Program Analysts (LPAs) Michelle Hood and Gloria Gonzalez conducted an unannounced complaint inspection. The LPAs were greeted by facility staff Carolina Guerrero Beltran. LPAs were informed the the licensee was picking children up from school. LPA Gonzalez disclosed the purpose of the inspection was to interview children and deliver the complaint findings to Olga Beltran. During the inspection, LPAs observed 10 children with three facility staff. At 3:10 pm, the licensee arrived with one school-age chiild.

Today, LPA Gonzalez interviewed two daycare children and one facility staff. During the investigation, LPAs Hood and Gonzalez interviewed the reporting party, licensee, five staff members, five daycare children, three daycare parents and witnessess. It was alleged that the licensee did not ensure that all adults in the home were fingerprinted and associated and the licensee allowed children access to areas off limits area.

Based on interviews with the Reporting Party (RP), licensee, staff, daycare children, daycare parents and witnesses, it was determined that additional adults were occasionally present in the home; however, they do not interact with daycare children. A child disclosed on one occasion while in care that the licensee allowed older children to play with the Nintendo Switch that the licensee's adult child provided the children.

Interviews with staff revealed that daycare children remain in the designated areas during operating hours and do not use off-limit rooms for daycare activities. However, one child reported that, on previous occasions, they had been allowed to enter off-limit rooms, but this had not occurred recently. Parent interviews indicated they had not observed children in off-limit areas during drop-off or pick-up times. The licensee stated that all off-limit areas are properly barricaded and that supervision is maintained to ensure children remain in approved areas of the home.

Based on the information obtained and interviews conducted, there was not a preponderance of evidence to support the allegations therefore the allegations are found to be Unsubstantiated.

During today's inspection, LPA Gonzalez provided Spanish translation. An exit interview was conducted, and the report was reviewed with the Licensee Maria Lopez. No deficiencies were cited during today’s inspection. Licensee Maria Lopez was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. Notice of Site Visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
