On 10/4/23 at 1:15 PM, Licensing Program Analyst (LPA) Adrian Mangina conducted an unannounced Annual inspection with the Licensee, Sarah Bassett. Also present in the home was Licensee’s father Michael Bassett who was visiting for three days for a conference and six daycare children. Proper supervision and ratios were observed. The 2-bedroom, 3-bathroom tri-level unit was toured and inspected to ensure an environment safe for the care and supervision of children. Licensee rents the home and has provided a lease as proof of control of property. Because the applicant rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

The licensee is using the following areas for daycare: Downstairs play room, bathroom, and lower back yard. Off limit areas include: All upstairs bedrooms/bathrooms, upper back yard, front yard and downstairs kitchenette, as well as attached garage. Business Hours are: 7:00am-4:30pm M-F. License’s First Aid and CPR certifications expire on 4/2025 and Mandated Reporter Training AB 1207 was completed 6/16/23. Licensee meets immunization requirements. Last Disaster drill was conducted 10/2/23. LPA reviewed staff and child files which were complete. Licensee provided a copy of their current roster and is operating within the licensed ratio and capacity. There is a working fire extinguisher rated 2A100BC, and smoke and carbon monoxide detectors are present and operational. Adequate heating, lighting, and ventilation is provided for day-care children. Children’s toys, play equipment and materials are available. Licensee states there are no firearms or weapons in the home. Entrance Checklist was provided to the Licensee.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated

Provider is hereby reminded of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, ensure that all adults living or working in the home have criminal background clearances associated to the facility, corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. All equipment that is used should be used only as intended by the manufacturer. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. LPA Mangina directed Licensee to website: https://www.cdss.ca.gov/inforesources/community-care-licensing to receive important updates and information.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

On this date, 10/4/23, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
