On 04/08/2021 at 1:30 PM, Licensing Program Analyst (LPA) Dana Stevens conducted a case management tele-inspection for the purpose of an increase in capacity via video conference (FaceTime),per CDPH guidelines due to the Covid-19 outbreak. LPA met with Licensee Iliana Lopez. LPA conducted a live video tour of the inside and outside of this two story, 5 bedroom, 4 1/2 bath home to ensure that the home is in compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes.

Applicant will use the following areas for child care: living room, dining room, downstairs bedroom and bathroom, kitchen, family room and back patio. Off limits areas include: garage and the entire upstairs, which includes four bedrooms, three bathrooms and laundry room. They are made inaccessible to day care children through the use of door locks and a safety gate. Applicant will utilize the patio for outdoor activities, it is properly fenced. The upstairs is not used and is gated off at the bottom of the stairway and the applicant understands the gate must be in place when children under five years are present during day care hours. The fireplace is screened. There are no bodies of water observed during time of visit. The fire extinguisher is rated 2A 10B:C and is located in the family room, smoke and carbon monoxide detectors meet requirements and are operational. All poisons, detergents, cleaning compounds, and medicines are inaccessible to children in care and are located in off limit areas or upper cupboards. Children’s toys and play equipment are available. The applicant has a working telephone/cell phone. Applicant indicated there are no firearms or other weapons in the home.

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee’s First Aid and CPR certifications expire on 12/2021. Licensee has required immunization. Licensee completed the Mandated Reporter Training. Children’s records were reviewed and found complete. The fire clearance for 14 children was granted/received on 04/06/2021.

Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided handouts with information regarding Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

LPA discussed the maximum number of children for whom care shall be provided when there is an assistant provider in the home, including children under age 10 who live in the licensee's home, shall be either: Twelve (12) children with no more than four of whom may be infants or Fourteen (14) children, with at least two of the children with 1 child enrolled in kindergarten and 1 child at least six years of age and no more than three infants,

Incidental Medical services (IMS) policy was discussed. Licensee stated that Incidental Medical Services are not being provided at this time. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies cited. No corrections are needed. A large license will be granted effective 04/08/2021.
