Licensing Program Analyst (LPA) Jo Ann Legaspi conducted a pre-licensing inspection with Applicant Tegest Alemu. Due to the Covid 19 outbreak, this inspection was done as a tele inspection via Face Time. Said Abinow, of the Somali Bantu Association assisted with translating in Somali. The inspection’s purpose is to ensure that the home is in compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. This one story, four bedroom, three bathroom single family house was toured and inspected.

Applicant will use the following areas for childcare: one bedroom, one bathroom and the living room. The off limits areas include the remaining bedrooms, remaining bathrooms, laundry room and kitchen. The fireplace is screened. The heater is on the ceiling. The Applicant states there are no bodies of water and none were observed during time of visit. The fire extinguisher is rated 2A 10B:C and is in the kitchen. Smoke and carbon monoxide detectors meet requirements and are operational. Poisons, detergents, cleaning compounds, and medicines are secured inaccessible to children in care and are in an off limit area on a high cabinet. Children’s toys and play equipment are available. The applicant has a working telephone/cell phone. The Applicant indicated there are no firearms or other weapons in the home.

The Applicant intends to conduct outdoor activities at either a nearby park or in the fenced backyard when the quarantine has been lifted. The Applicant acknowledges continuous, visual supervision shall be given whenever children are engaged in outdoor activities. The Applicant intends to transport the children in their own vehicle. The Applicant acknowledges children shall never be left unattended in the daycare vehicle. The Applicant further confirms maintenance of the daycare vehicle shall be upheld to ensure safety.

Applicant maintains documentation of proof of control of property for review by the Department. Applicant is exempt from Mandated Reporter AB1207 training certification due to applicant having limited English proficiency. Applicant has completed the 8 hours of preventative health. Pediatric CPR and First Aid certifications expire in 12/2021. Required documents are posted. The Applicant and adult residents in the home have criminal record clearances and/or exemptions on file. The Applicant was advised that any new/additional adults must be cleared prior to working or residing in home. Any minor upon their 18th birthday must be fingerprinted within 30 days. Immunization records per SB792 were reviewed and are in compliance. LPA advised that prior to making alterations or additions to the home or grounds, the applicant shall notify the Department of the proposed change. The Applicant states they are financially secure to operate a family childcare home for children and will comply with all regulations and laws governing family childcare homes. The hours of operation are Monday through Sunday, 6 AM to 12 PM.

The Applicant does not plan on providing Incidental Medical Services (IMS) to clients at this time. IMS policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Families will use only one entrance into the facility. The Applicant will ask all persons entering the facility to wash their hands, however, will attempt only children’s physical access into the daycare while their parents remain at the front entrance. Hand sanitizers are located at the front door. The visitor policy as it pertains to COVID 19 is posted on the front door. The Applicant will conduct routine checks on all visitors and staff via temperature checks. Visual wellness checks will be done on all children upon arrival and health questions will be asked when there is a concern. Deliveries are conducted outside of the daycare; all delivered items are sanitized before they are allowed to enter the daycare. The Applicant has a supply of soap, paper towels, masks, PPE suits, cleaning compounds and hand sanitizers.

The New Provider Resource Packet was reviewed with the applicant including information on the following: Safe Sleep, Lead Exposure, SIDS, shaken baby, child abuse reporting, community resources, children’s records, facility records, required postings, immunizations, unusual incident report, facility roster, car seat law, visual for ratio/capacity, fire/disaster drill log. The Applicant was also informed the following items are prohibited during day care operating hours (walkers, exersaucers, jumpers and bouncy seats). Corporal punishment and smoking are not allowed in the day care.

LPA discussed the maximum capacity for a small family child care home: four infants only (infants mean any children under 24 months); or six children with no more than three infants; or, with landlord consent, eight children with no more than two infants, one child in kindergarten or elementary school and one child at least age six, including children under age 10 who live in the home.

The Applicant is advised to regularly visit the Community Care Licensing WEB SITE: http://www.ccld.ca.gov/ for quarterly updates and updated regulation information. Advocate information was provided: (714) 703-2800 or childcareadvocatesprogram@dss.ca.gov. LPA subscribed Applicant's email address on the SCCA website for updated regulation information.

No corrections are needed. A license for a small capacity is issued effective today 05/13/2020. The new license will be mailed to the Applicant.

The Applicant originally applied for a relocation of a large license, however due to the COVID 19 situation, fire inspections are currently suspended. The Applicant will be granted an emergency waiver for the large capacity. The Applicant acknowledges that once the stay at home order has been lifted, this emergency waiver for the large capacity will no longer be valid and she will have to cease caring for children in the large license capacity. The Applicant will submit another application for the increased capacity.

An exit interview was conducted. A copy of this report and Licensee/Appeal Rights (LIC 9058) will be e-mailed to the Applicant. The Applicant was advised that acknowledgement of the receipt of the report is to be received within twenty-four hours.
