25 | LPA, Luigi Gargaro, conducted an announced prelicensing inspection for a relocation with the applicant to ensure compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. The visit was conducted as a tele- inspection via Zoom due to COVID-19. Applicant Ibarra does not speak English as her primary language but her spouse, Daniel Garibay, was present and provided translation between her and analyst during today's visit. The one story detached home was toured and inspected to ensure an environment safe for the care and supervision of children. The fire extinguisher and smoke and carbon monoxide detectors meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. The applicant was asked whether she had any bodies of water or weapons in the home and she replied no. CPR and First Aid expire in March of 2021 for the applicant. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Applicant rents the home and provided proof of control of property in the form of a lease agreement that she previously submitted to analyst.
Applicant will be using the following rooms for childcare: the kitchen, the living room, the two home bedrooms and the two home bathrooms. No rooms in the home are off limits. Applicant has a wall heating unit in the home that she attests will not be used for day care. The unit is blocked with furniture and is not accessible to children. Applicant understands that if she ever decides to use the heater that she must install a safety gate or other type of barricade that will make it inaccessible to children in care.
The home has a fenced side yard that will be primarily available for outdoor activities. The front and back yards are also fenced and available for use whenever necessary. Analyst inspected them today and found them to be safely child proofed and free of hazards and available to be used at the applicant's discretion.
