On October 28, 2021, at 8 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Required Inspection and met with Licensee Suad Abdulahi. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. The Licensee, her spouse and their three (3) biological children were present in the facility during this inspection. This facility is a two (2) bedroom, one (1) bathroom downstairs apartment unit. Licensee accompanied LPA inside and out of the facility during this inspection. The following areas used for childcare are: one (1) bedroom, the bathroom, and the living room. The off limits areas are the kitchen and one (1) bedroom and are inaccessible through use of child safety gates and a locked door.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. The home has an available fenced apartment complex for outdoor activities. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home. Licensee’s First Aid and CPR certifications expires in October 2023. Licensee has required immunizations. Licensee completed the Mandated Reporter Training on 12/02/2019. The facility roster is maintained and was reviewed. The last fire and disaster drills were conducted and documented on 06/10/2021.

LPA discussed the licensee's late fees. LPA reminded Licensee that the failure of a licensee to pay all applicable and accrued fees shall constitute grounds for forfeiture of a license. Licensee stated that she tried to pay online but the database was inoperational. LPA provided licensee with the facility PIN, and licensee stated that she will immediately pay the outstanding fees no later than 11/13/2021.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reminded the Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare.

Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies cited.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee Suad Abdulahi.
