25 | On 5/18/22 at 12:55 PM, Licensing Program Analysts (LPAs), Crystal Tillory and Adrian Castellon conducted an unannounced case management – licensee initiated, capacity increase inspection. Upon visit, LPA met with Licensee, Angie Noriega, and proceeded to tour the home. During the visit there were 4 children in care and 1 assistant present. The applicant uses the entire first floor (except for the kitchen) for child care including: living room (daycare area), dining area, bedroom #1, bathroom #1, backyard. The garage, kitchen, and the entire second floor is off-limits and includes: bedroom #2, bedroom #3, bedroom #4, bathroom #2, bathroom #3, upstairs living room area, laundry room. Off limits areas are made inaccessible to daycare children through the use of door locks, safety latches, gates. Facility operating hours are from Monday - Friday from 7 AM to 6 PM.
All cleaning compounds, detergents, medications and other items which could pose a danger to children are stored where they are inaccessible to children and poisons are locked away. LPA observed required postings posted. Children’s toys and play equipment are safe and age appropriate. There are no bodies of water observed by LPA during inspection. Children will utilize the backyard for outdoor play. There are no firearms or other weapons in the home, per licensee. Pediatric CPR and First-Aid certificate are valid through 06/2023. There are no new adults living or working in the home. Applicant states they are financially secure to operate a family child care home for children and will comply with all regulations and laws governing family child care homes. A review of clearances on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee has provided proof of control of property. Licensee has met immunization requirement, per SB792 and has completed the AB1207 Mandated Reporter Training. Licensee has more than one year of experience as a regulated small family childcare home operator. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs reviewed sample of children's files .
