25 | On April 14, 2023 at 11:20 AM, Licensing Program Analyst (LPA) Courtnee Peebles, conducted a Case Management visit in response to information received from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). LPA met with Director Patricia Villacana, who was informed of the reason for the visit.
Assembly Bill 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their drinking and cooking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first lead testing. LPA observed on the report provided by the SWRCB the sink drinking faucet A, B and kitchen sink E identified as having high levels of lead.
Faucet A had a drinking fountain attached and is located in classroom A with a lead exceedance of 19.50 bbp Director Patricia Villacana told LPA that the classroom is no longer in use, no children are ever to be in that room. The faucet has since been removed and no longer in use. The Director stated faucet A will be permanently off due to the classroom being inactive.
Faucet B had a drinking fountain attached and is located in classroom B with a lead exceedance of 23.00 bbp. Director Patricia Villcana told LPA that the faucet is only used for hand washing and there is no food preparation or drinking from this faucet and since the drinking fountain has also been removed. The director stated that this specific sink has always only been used for hand washing and the drinking fountain that was attached has been removed.
Faucet E is located in the kitchen 5.16 bbp. Director Patricia Villacana told LPA that the faucet was not used for food preparation or drinking water. Director states sink was never used, but has since been replaced and is currently being flushed four times a day and will be retested when the flushing process is completed.
The facility is being cited. See LIC 809-D for the cited deficiency in accordance with the California Code of Regulations Title 22, Division 12 written directives.
An exit interview was conducted with Patricia Villacana. A copy of this report, appeal rights and a Notice of Site Visit was issued. |
