On 09/24/2020 at 11:00am, Licensing Program Analyst (LPA) Samantha Salunga conducted a case management virtual inspection (via Zoom) with April Smith, Area Manager. The purpose of this inspection is to provide technical assistance and inspect the additional rooms (16, 19 and 31) that the facility has requested to operate in. Facility is not requesting to change their capacity, only to add additional rooms. LPA virtually toured all additional classrooms to ensure the facility is safe for the care and supervision of children. The program requested to operate in the following rooms: 10, 11, 12, 16, 19, and 31. Fire clearance was granted on 09/22/20. There were no children present during inspection.

Rooms 16, 19 and 31 were inspected during this televisit. There are sinks with drinking fountains in each classroom. Drinking water is readily accessible via water bottles and fountains to refill them. Age-appropriate supplies and equipment were observed available in Room 19. Room 16 was observed to be empty and Room 31 was observed to be used as storage (boxes, musical instruments and chairs piled up in the middle of the room). There are several bathrooms for the children which include toilets and sinks and afford privacy. Children will be escorted to/from the bathrooms at all times. There is a separate staff restroom located in the office. The classrooms were not measured as they are exempt from square footage requirements as long as they are certified by the principal for use as classrooms during the day. Food preparation for snacks will be done in the classrooms. Isolation for ill children is in Room 31. There is an operational carbon monoxide detector located in Room 12. Cleaning supplies and other toxins are inaccessible to children through latches, locks and/or placed on high surfaces. The playground to be used is the elementary school playground. There is shade available and a drinking fountain as well. Ms. Smith is reminded to keep anything that reads, “Keep Out of Reach of Children” inaccessible to children.

Facility has an approved Incidental Medical Services (IMS) plan in place. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. LPA and Ms. Smith discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov and click on “Receive Important Updates,” then enter your email address and choose which program(s) you would like to subscribe to and click “subscribe.”

A license for 90 children (TK and above) in rooms 10, 11, 12, 16, 19 and 31 is granted and effective today’s date, 09/24/2020. Exit interview was conducted with Ms. Smith. Ms. Smith stated that the facility does not plan to use Room 19 or 31 anytime soon, however, would like to add it to their license "just in case." LPA informed Ms. Smith that prior to having any children utilize Room 19 and 31, Ms. Smith will submit pictures to the assigned analyst of the rooms set up per regulation for the children. To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility.

A copy of this report was reviewed and will be e-mailed to Ms. Smith. Ms. Smith was advised that acknowledgement of the receipt of this report is to be received within twenty-four hours. This report shall be kept available at the facility for public review for 3 years.
