On April 24, 2024, at 9:30 AM, Licensing Program Analyst’s (LPAs), Anastasia Flores and William Chancellor, conducted an annual inspection as part of a compliance review. This is a combination childcare center, and the other licensed programs are: Preschool which were also inspected on this date. A tour of the inside and outside of the facility was granted and the following was observed and/or noted:

· The following items were posted and updated where necessary:
- License
- Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148)
- Parent’s Rights Poster (PUB393)
- Personal Rights (LIC613A)
- Child Car Seat Law
- Menu
· The facility is operating within the limits as stated on the license.
· Ratios are being met during this inspection (22 infants to 10 staff)
· Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards.
· There are no weapons present at the facility as stated by Director, Shaina Cormier.
· There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Drinking water is provided in the indoor and outdoor activity space (individual labeled bottles/sippy cups are filled with filtered water).
· Hazardous items are stored where inaccessible to children which include Disinfectants, cleaning solutions and other items that are dangerous.
· Poisons and toxins are locked and inaccessible to children.

·All floors were observed to be safe and clean.
· Highchairs and tables have broad-based legs and trays lock into place.
· Changing tables are within arm’s reach of a sink; padding is at least 1” thick with raised sides of at least 3” covered in washable vinyl or plastic.
· Hand washing is completed before and after each diaper change and before feeding an infant.
· Bathrooms were observed to be safe, sanitary and in operating condition; there is at least 1 potty chair for every 5 potty-training infants.
· Outdoor activity areas are supplied with age and size appropriate equipment in good condition. The outside area, specifically the right-hand corner exiting the door had algae on the floor where infants can crawl in and around.
· Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin.
· Food is stored appropriately and protected from contamination.
· All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair.
· Sign in/Sign out record was reviewed and meets regulation requirements.
· Disaster drills are conducted at least every six months – last drill was conducted on 04/09/24.

A review of staff and children's records were conducted as part of this evaluation.
· Children’s records were found to be complete during this inspection.
· Staff record review indicates that all staff present, meet minimum qualifications for the position for which they were hired.
· A staff member is present with current Pediatric CPR/First Aid which expires on 12/03/25.
· Opening and closing staff member’s CPR/First Aid expires on 05/26/24.
· Director completed Health and Safety Training in April 2022.
· A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

During the exit interview, the Director, Shaina Cormier, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
An exit interview was conducted, and a copy of this report, appeal rights, was reviewed and handed to the Director, Shaina Cormier.
A notice of site visit was given and must remain posted for 30 days.
