13 | On March 09, 2026, at 1:45 PM, Licensing Program Analyst (LPA) William Chancellor conducted an unannounced visit to Children’s Paradise – Melrose and met with Director Leanne Sparks and Assistant Director of Child Development Delaney Villani to deliver the findings of a complaint investigation. The complaint, received on January 13, 2026, alleged that the facility was operating out of ratio due to being understaffed.
As part of the investigation, LPA conducted a facility tour on January 16, 2026, took census, interviewed staff, made observations, and reviewed relevant records. Records review corroborated that on January 12, 2026, the preschool classrooms maintained a minimum regulatory ratio of 12:1 or lower. Although staff took required breaks, Title 22 regulations did not require a third staff member to maintain the 8:1 ratio outlined in Title 5. Records further confirmed that at least two fully qualified staff were present, allowing up to 24 children to remain within ratio. Documentation was not available to determine whether additional staff were counted in ratio when lead teachers were absent or on break. |
