13 | Licensing Program Analyst (LPA) Elise Read conducted an unannounced complaint inspection for the purpose of delivering the findings to the above allegations. Upon arrival, LPA met with Tami Tharp to discuss the reason for visit. At the time of the inspection there were no children in care, as school is dismissed at 2:40PM. During the investigation, LPA conducted 2 facility inspections, staff interviews, parent interviews, child interviews, and a thorough record review. LPA also obtained additional documents from the facility.
During the investigation, staff stated that the child was restrained during the reported incident. Although the staff did restrain the child, it does not constitute a personal rights violation. Staff acted appropriately given the situation. The staff restrained the child for the child’s own safety, and no injuries resulted from the incident. Since the incident, staff have taken appropriate action to support and ensure the safety of the child. The staff denied ever hitting the child and throughout the investigation, no statements were made to support this allegation by any other parties interviewed. |
