On 05/12/2023 at 9:35am, Licensing Program Analyst (LPA) Selina Siao conduct an annual inspection. Upon arrival, LPA observed 22 children supervised by Director Stefania Cormier aka Gutowski, teachers Afsaneh Fariborzi, Indira Da Cunha and Fun Mok-Fam in room B-24. Facility is within staffing ratio. This facility currently operates Mon-Fri from 7:30am to 5:30pm. Preschool Operations Supervisor Kristie Spillane arrived to the facility during the inspection. All required notices, forms and license were posted. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water from an operational water fountain. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of mats which are kept in classroom and each mat has its own sheet or covering. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Menu is posted. Adequate food is available for snacks. Children has the option to purchase lunch from school or bring there own lunch. Cleaning supplies are kept in a locked cabinet. Outdoor play area is a fenced playground with sufficient rubber cushioning. Climbing structures, swings and slides are securely fixed to the ground. Area has two large canopy used for shade. Equipment appears to be age appropriate. The age recommendation for the play structure is missing on the play structure. Facility has a wavier in place for the preschool children to share the playground with the Kindergarten. The grounds are free of debris or potential hazards. LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the kids sofa area at the corner of the classroom. All personnel and five children's records were reviewed, and staff members have the required immunizations and completed the mandated reporter training. All personnel have required criminal record and child abuse index clearances or exemptions and are associated to the PUSD Rolling Hills Administrative Site 376700093. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 04/06/2023. Facility has an operating carbon monoxide detector. Facility has at least one staff member that has a valid EMSA approved CPR/FA when children are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The facility appears to be in substantial compliance no citation issue.

A notice of site visit was given and must remain posted for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00.
