25 | On 12/14/2022, at 2:20 p.m., Licensing Program Analysts (LPAs), Rajani Goudreau and Daniela Huerta conducted an unannounced Annual Inspection and met with Program Director, Melvetta Owens. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. There were four children in care with two staff members present. This is an AM/PM half day program which operates following the Lemon Grove School District school year calendar. The program operates in classroom #9. This is a title 5 program. Facility operates Monday through Friday with two sessions operating in the AM and PM. First session operates 8:00 a.m. through 11:00 a.m. and second session operates from 11:30 a.m. through 2:30 p.m. Facility operates caring for 13 children in each of the sessions, never caring for more than 24 children at one point in time.
There is no swimming pool or other bodies of water on the premises, per observation. There are no firearms or ammunition on the premises, per program director. Disinfectants, cleaning solutions, medication and other hazardous items were made inaccessible, per observation. No poisons were observed during the inspection. Furniture and equipment in the classroom was observed to be in good condition, free of sharp, loose or pointed parts. The playground equipment and play materials were observed to be in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space was observed to be maintained in a safe condition and is free of hazards. All toilets and hand washing facilities were observed to be in safe and sanitary operating condition. There are two restrooms located in the classroom; each containing one toilet and one sink. In addition, there is one sink in the classroom for the children’s use. Isolation area and isolation restroom is located in the nurses office. The floors in the facility were observed to clean and safe. The school district site provides the children with breakfast for the AM sessions and lunch for the PM session. Drinking water is available both indoors and outdoors by the use of a refillable water pitcher and reusable cups brought from home. Areas around high climbing equipment were observed to have sufficient cushioning material by the use of rubber matting to absorb falls. Shade was observed in the outdoor activity space by the use of a large canopy over the play structure. The play structure and the pay equipment was observed to be age appropriate. Based on observation, the facility has one functioning carbon monoxide detector and a first aid kit that meet requirements. |
