On 09/28/2021 at 9:50am, Licensing Program Analyst (LPA) Selina Siao conducted an unannounced annual visit. Upon arrival, LPA met with Director Daisy Cai, teachers Linda Hamlin and Hui Juan Ji in preschool classroom #1 with 21 preschool children. Preschool Operations Supervisor Kristie Spillane arrived during the inspection. All required notices, forms and license were posted. Furniture and age appropriate equipment is in good condition. Room have adequate heating, lighting, ventilation and drinking water are available for the children with their own water bottle. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of mats which are kept in classroom and each cot/mat has its own sheet or covering. Bathroom is maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Children either brings their own lunch from home or participate in the school lunch program. Snack menu is posted in the classroom and the lunch menus are on the district website available for parents to view online. Parents are currently not allowed on site due to COVID. Adequate food is available for snacks or food is catered. Cleaning supplies are kept up high on top of the refrigerator inaccessible to children. Outdoor play area is a fenced playground with sufficient rubber top for cushioning. Climbing structures, swings and slides are securely fixed to the ground. Area has a tarp and trees used for shade. Equipment is age appropriate. Children brings their own water bottles from home and water is kept in the children's own little basket located right by the entrance door. outside snack area or the teachers desk area. Personnel and client records were reviewed and staff members have the required immunizations and completed the online mandated reporter training. Reporting requirements was also reviewed. All personnel have the required criminal record and child abuse index clearances. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 09/13/2021. Facility has an operating carbon monoxide detector. Facility has at least one staff member that has a valid EMSA approved CPR/FA when children are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following items were discussed with provider: Licensee was reminded that corporal punishment, smoking are not allowed in day care. Facility representative e was provided with information about Heat Related Illness, Best practice on supervision, latest car seat poster and effects of lead exposure and reporting responsibilities were discussed.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website. Please go to www.ccld.ca.gov . LPA discussed California Megan's Law with facility representative :www.meganslaw.ca.gov.

An updated personnel report and emergency disaster plan was obtained during today.

No citation issue. An exit interview was conducted, and appeal rights were provided. A notice of site visit was provided and to be posted at the facility for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00
