On 03/15/2023 at 1:20PM, Licensing Program Analyst (LPA) Selina Siao conduct an annual inspection. Upon arrival, LPA met with Director Tobi Steiner and proceeded to tour the facility. There were 8 older infants napping on mats supervised by teacher Sanchaeta Chakra Borty and Joarvy Bautista. There were also 8 younger infants supervised by teacher Rubina Rahman and Khristine Coluna. Facility is within staffing ratio. All the infants bottles and food are labeled with the child's name and date, the infants has an updated needs and service plan available for review. All required notices, forms and license were posted. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of mats for the older infants and cribs for the younger infants. Each mat and crib has its own sheet or covering. Director stated that the children brings there own lunch and snacks to school. Cleaning supplies are kept out of reach of children. Outdoor play area is a fenced playground with sufficient turf for cushioning. Climbing structures are securely fixed to the ground. Outdoor area has a shade structure. Equipment is age appropriate and separated by age groups, infant and preschool. Outdoor playgrounds are free of debris or potential hazards. LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the Director's office. Personnel and client records were reviewed and are in ordered. All staff member has a valid online mandated reporter training certificate. Reporting requirements was also reviewed. LPA reviewed Emergency Disaster Plan and the last fire drill was conducted on 02/01/2023. Facility has an operating carbon monoxide detector located in the classroom. Facility has at least one staff member that has a pediatric CPR/FA when children are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

All unusual incident reports shall be submitted to Licensing office via email at SDIncidentReports@dss.ca.gov or via fax at (619)767-2203.

An exit interview was conducted, and appeal rights were provided. A notice of site visit was given and must remain posted for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00.
