On 3/30/2023, 1:50pm, Licensing Program Analyst (LPA) Vicky Williamson, conducted an unannounced annual required inspection. LPA met with Assistant Director Rosa Johnson and disclosed the purpose of the inspection. LPA inspected and toured the indoor and outdoor of the facility. This is a full day program which operates year around. Days and hours of operation are Monday through Friday from 7:00 am to 5:30 pm. There are currently three classrooms in operation. The following ratios were observed: Classroom 301 had seven (7) infants with two (2) staff, Classroom 306, had six (6) napping infants with one (1) staff and Classroom 316 had 11 infants and three (3) staff.

Furniture and equipment are in good condition. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition. Potty chairs, toilets and hand-washing equipment are in safe and sanitary operating condition. Floors in the facility are clean and safe. Solid waste storage containers have covers and are in good repair. Drinking water is available both indoors and outdoors. Facility has a functioning carbon monoxide detector that meet statutory requirements. The last fire/disaster drill was conducted and documented on 11/15/2022. The facility does not provide lunch or snack. Children bring their own lunch and snack. Bottles containing formula include the child's name and date.

A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Facility maintains a ratio of one teacher supervising no more than four (4) children in care. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records. Facility staff has documentation of completed mandated reporter training on file.

This facility provides Incidental Medical Services (IMS). LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA discussed safe sleep regulations with assistant director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



LPA and assistant director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, mandated reporter training, safe sleep in child care, California Megan’s Law (www.meganslaw.ca.gov).

No deficiencies cited during today's inspection. An exit interview was conducted with Assistant Director Rosa Johnson, and a copy of this report, Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the board in the lobby area of the facility.
